I have setup an Outlook.com account for my child who is a minor and I have attempted many times to grant permissions for the account.  Unfortunately I can never complete the "Age Verification" process for my own outlook.com account.  After submitting the credit card page I am directed to a page which reads: "We're unable to complete your request Microsoft account is experiencing technical problems. Please try again later."  See image:
