Cannot send or receive mail any longer on Windows Live from Outlook – is system down?

All my mail systems feed into Windows Live.  Outlook no longer sends or receives.  If I go to Outlook direct, there is nothing there.  Is system down, I am receiving mail on Outlook on my phone so I know I have messages.
