Cannot set up POP in Outlook.com with Yahoo Mail

I am not able to complete the POP send/recieve setup of my Yahoo mail account in Outlook.com.  I am getting the following error message 

"Check your email address and password, but the problem may be that Yahoo! requires you to subscribe to Yahoo! Mail Plus. Learn more "

I do not have a Yahoo Plus account, but as of the last yahoo upgrade this is no longer required.  Free accounts have been enabled to use POP.  This is what I have done:

-- I have enabled POP in my Yahoo account.  I have already configured pop access in gmail and it is working fine, so the problem is not in Yahoo.
-- I have cleared my browser cache, and tried in both Chrome and IE8
-- I have entered all of the proper POP settings and ensured that my password is correct.
-- My Yahoo user name does not match my Outlook user name

Please let me know what I have to do to fix this.

I keep getting this pop-up when I open outlook. Also, I can no longer forward emails onward. any ideas?

I am not the only one.   I USED to be able to forward more than 5 attachments at one time.  Now I can't!!!  What's wrong????

I've reached out about this several times now, but I have an old account that was hacked some time ago (years maybe?).  The person who has compromised my account has changed my security question, so I'm unable to verify that I am who I say I am.  I'm basically out of options and need to find one, as the person who has taken hold of my account is reaching out to different institutions using my name and information.

I need help urgently.

Your messages are in your POP folder! Some other program is set to download and delete your messages from Outlook. Just in case this was an accident, we’ve put them in a special POP folder

I have been seeing this message for a month and noticed over 800 messages were move into a pop file but now I cant find the pop file and i did not move the emails.  Are they lost?  Why is this happening?how do i find my emails and how do i stop this?

Hotmail Suddenly Not Send Any Attachments

My Hot was automatically switched to Outlook a few months ago, but I still use the Hotmail address. Everything was working properly until lat week whn Hotmail(Outlook) will no longer send any email attachments. I have Windows 7 64-bit anfd Internet Explore8 8. What should I do to get Hotmail to start sending attachments again?

I think I accidentally blocked an email address from my junk mail.  How do I unblock it so that I can start receiving from that person?
