Using Outlook.com with a custom domain I am noticing that inbound email is delayed resulting in people emailing me receiving a delivery status notification:

Delivery to the following recipients has been delayed.

 

The service status page, however, shows everything is operating normally.  For Outlook.com is phone support availble to further diagnose the issue?  I understand it is a free service, but I want to ensure the operations team is aware of the issue and what the expected time to repair is.
