Email fraud?

I received an email today stating that my account was over the limit and the account would be terminated in 24 hours if I did not verify it immediately... sounds like fraud to me but I'd like to be sure. See email:

Dear Outlook Customer,

The Microsoft Team noticed that Your E-mail account has exceeded its limit and needs to be verified for security reasons, If not verified within 24hrs, we shall terminate your account.
