I am in the U.S. and I am trying to help my friend in Mexico recover the password to her hotmail account.  I received the final update notice from Microsoft but I think I may have entered the information wrong on the verification form.  Should I use Spanish accent characters or not?  Should she fill out the form in Mexico or does the location matter?  Can you provide a link in Spanish that she can use to try to recover her password or access her account.

I email account she had linked to the account for recovery purposes is not longer active.  I am not sure how to enter the phone number for a single use password.  I tried picking Mexico from the drop-down menu and then  entering her cell phone number but that didn't work.
