How do I export Contacts from Windows Mail to Live Mail/Import to Live Mail from Windows Mail?

System is Vista Home Premium 32 bit. Have tried exporting to Windows Live mail - nothing appears. Cannot find how to import contacts to Widows Live Mail. HELP!
