I had a microsoft account and email but I accidently cancelled my account and cannot get into my apps. Is there any way to restore my email and microsoft account?

I went into the Hotmail account and deleted it so I can open my email and didn't think that it related to the whole Microsoft account and when I went into downloading apps I could not do it without a password.
