My Outlook account is web based not Microsoft.  It was a Hotmail account and all of a sudden about two years ago it changed to an Outlook

account without notice.  I can open the account but can't get into my emails.  It like the whole account is frozen.  I get a message:  "Outlook can't open now, try again later." 

Can anyone help?
