I followed the link. The "responded to your support request" was just asking me a couple of questions. Something like did I change anything recently. I can't login to see the actual questions. However, I posted a response to the proposed questions.
The next email I received was:

I'm not going to type all that in. It was a request for me to take a survey! There idea of support was to ask me two (2) questions! They provided NO answer/solution! I took the survey. Microsoft's wonderful support aside;
I can no longer log into my account. Why? hotmail/outlook.com is now requiring a cell phone/alternative email address for an account I have had since 1999. I DO NOT have a cell phone. I DO NOT want a digital leash (cell phone). My hotmail email account
is the only one I have. It is the only one I've used. It is crazy to create an account for the sole purpose of validating an existing account. I don't want another password. I don't want to occasionally log into an account just to keep it active so that
it doesn't get disabled.
I am locked out of my account (and support) because I don't have a cell phone or alternative email address.
