Is the e-mail message legitimate?

Received e-mail: "Outlook Team (*** Email address is removed for privacy ***) stating: "We detected a login attempt with valid password to your email using reset password option by answering the security Questions and Answers from an unrecognized device on Thurs, Aug 14 2013 2:27 PM BST"  
Location:Russia, Noyabrsk (removed)

Is this a legitimate warning of hacking into my e-mail?

How can I determine if my PC has been hacked?

What do I do next?

I have seen no change in the functions of my PC.

My e-mail is Hotmail--Outlook, and my internet provider is Comcast.
