ISSUES: Cannot Send E-mail Using Windows Live Mail and Windows 7 through Charter

Just got my computer back from repair.  Setup all mail users for G-Mail (IMAP) but when it came time to setup Charter email accounts in Windows Live Mail, it's not happening.  Charter is my ISP. I get the following message.  This is the IMAP message and the POP message respectively...
