I'm running Windows 8.1 Beta, and my SkyDrive folder is no longer working. I am unable to update or download files from this computer, however my other computers are working fine, and I can access SkyDrive through the web site on this computer. So basically,
both the SkyDrive Windows Store app and the SkyDrive folder are not functioning on this computer, and since they're built in to 8.1, I can't uninstall or reset them.
I've already dealt with Microsoft support over an account issue I was having with Bing, and the problem was determined to have been because I'm using a VPN, so my account was blocked due to the large number of different connections. The Bing team was able to
simply reactivate my (rewards) account. So, I assume this is a similar issue.
I checked the outgoing connections in Fiddler, and here's what appears to be notable. When I attempt to download a file from the SkyDrive folder, this is the outgoing request:

If I try to use the SkyDrive Windows Store app, I get a message saying "To connect to your SkyDrive, you need to go to PC settings and update Windows." (http://i.imgur.com/xG7z40I.png) If I click
"Go to PC Settings", it brings me to the Windows Update section and it says there are no available updates.
I submitted a ticket yesterday on the page for suspended accounts, but they replied saying "We have received a recent request to reactivate your account, however, when we checked we noticed that your account does not appear to be closed. We have also reexamined the content and have determined that the files are not in violation of the Microsoft
COC or TOU. If you are still unable to access the account there may be a technical issue with it. You can contact the technical support team at http://answers.microsoft.com/en-us"
