my outlook is blocked due to malicious activity from a hacker and when submitted a form it got constantly regected

I haven't been using my outlook for a 4 month and when i  was in deep need to use it , it said it is blocked due to someone compromising my email and doing malicious things with it which broke the rules and terms of Microsoft outlook and blocked my account. I tried bring it back but the alternative email wasn't familiar to me at all and was unlike the original alternative email which i placed it years ago so i couldn't.
i tried to submit a form and fill a questionnaire to prove that iam owner of the account , however it didn't work no matter how many times i submitted the form , the form didn't work because i forgot alot of things of my outlook  and i didn't ( unfortunately) place a proper security measure to my account and only filled the forms of thing i remember of my account , please help me.
