I have had the same problem since the 6th Aug 2013. Can not send Emails and since this morning Europe time my friends are in the same position. I have been through customer service that said clear all my cookies, clean my history etc. I have changed all pass words. I have been through the verifying procedure with a text to my Cell/Mobile.... been searching the net and there are many people in the same position. I am very frustrated with Microsoft/Outlook with there slow response and limited response. One response that took 18 hours and nothing back since I replied back to them. People are talking about it on twitter and I have been talking to Outlook support on facebook. A press release or and response of some sort saying there is a problem and we are dealing with it instead of ignoring us!!!!!!!!!!!!!! I have been with  and loved Hotmail since the 90s with the same account I don't really want to change my main account but if it carries on interfering with my work I will. No one seems to know whats going on. No strait answers. nothing.............. PLEASE HELP US AND GIVE US SOME RESPONSE SO WE KNOW WHATS GOING ON!
