Question about Outlook Express

Hello there.

I'm having a very annoying problem. 

I wan't to add another email address for backup purposes in my Microsoft Account, yet, 3 weeks i've been trying and I still receive the same error: There's a temporary problem with the service, try again later. 

This doesn't help at all. I tried later for over 3 weeks and still no way to add a backup email address. Also, there's no way to contact MS support directly. Such a bad service.

Can someone help?
