cannot open outlook from the desktop icon or from the Bing toolbar,

As per title line, cannot open outlook thru the above means but can open thru hotmail, can anybody help. Further info, this problem only occurs on desktop pc, everthing fine on laptop using the desktop icon or the Bing toolbar
