Question about Outlook Express

When I try to access my hotmail account on my android, I get a message that my username and/or password are incorrect.  I am 100% sure that I was using the correct password.  Then I tried to access my hotmail account on my laptop, and I got the message that "Someone might be using your account", and I could not login or change my password.  Now my account has been blocked.

I had to create a new email address just to post this question since it appears there are no other avenues for assistance.  I've had my account for about 10 years, so the alternative address for my account is an email address that no longer exists.  I completed the account verification survey twice and received an email at another email address stating that I did not provide sufficient information to prove ownership.  When I tried to complete the survey for the third time, I recieved a message stating that I had to wait 24 hours before I could submit the survey again.  I have the subject titles of recent emails, I have some email addresses of people I have recently emailed, and I have the answer to my security question. 

Is there a way for someone to unblock my hotmail account and help me regain access?
