Question about Outlook Express

For some reason, I cannot forward pics that I receive on my cell phone to my email account; when I try to forward pics to my email, I get an error text message (9000) stating "your picture message to *** Email address is removed for privacy *** was not delivered because either you or the recipient has chosen not to receive messages".  I called my cell phone carrier, Sprint, and they indicated there are no blocks or restrictions on my cell phone account and that I should check with Microsoft.   

How can I read, then delete a message from my cell phone, ( Gallaxy s3) and still have it in my inbox when I open Outlook on my desk top computer?

I created my hotmail (guess its outlook now) email account back around '99.  So I've had it for awhile.  Its the only one I use.  Its the only email account I have; If I have another - I don't know anything about it.  I also do not have a digital leash - or what is commonly referred to as a cell phone.  This morning when I logged in to my hotmail account I was informed that a mobile phone number would be required within seven days.  So... I'm not getting a cell phone.  That seems a little expensive just to check my hotmail.  Also, signing up for a second email just to link to my only current email seems down right weird - I'd be creating and validating an account that has the sole purpose of validating its validator.

so... with no cell phone or alternative email address; is it possible to have a hotmail account?  Will I be locked out of a account that I've had for roughly 14 years because I don't want to be tethered to technology and because the account has so expertly fulfilled my needs that I had no use for others of its kind?
