Question about Outlook Express

Hello, my son has just received a Windows 8 Phone, and has put in his xbox live sign in OK (child account), and all seemed fine, however he cannot download any free games.  I've looked at the MS Help pages and found My Family settings which provides help with this, but when I try and set this up, it tells me that my sons account needs more info adding, so I have to log into his live account, which then gets me to age verify, but it keeps taking me to a page saying I have to pay 50 cents, and input a US address.  I live in the UK ???  Please help quickly or the phone will be going back to the shop.

Also will this age verification remove all age restrictions, ie he'll be able to create a Hotmail account, etc ? Or are there individual settings?  Or is Windows Phone just not suited to children ?
