computer breakdown › Question about Outlook Express

Is Hotmail sending notices that accounts will be suspended due to a computer breakdown if used does not reply with full information?

I have received two posts saying Hotmail needs me to reapply or my account will be closed permanently.

I think this is bogus but want to make sure. The signature is Microsoft with an apology for any inconvenience.
