Video File is empty when screen capture started – Microsoft Expression Encoder SP2 using asp.net C#

I was able to run my web project in c# during runtime of capturing the desktop screen by using the ScreenCapture of Expression Encoder. No error or whatsoever. It works perfectly fine when i run it on my Visual Studio 2012.

But when i publish the project to IIS. and tried accessing it in my localhost, the page was able to load and i was able to start the recording but the video file is empty. As if it just created a file but recording didnt start at all. No error raised. I even checked it in Event viewer and created a log, it doesnt raise any problem. The dll is in place to the bin and it is also set to x86 since the reference are 32bits.

Am i missing a configuration somewhere maybe in the code or in the IIS that is why it isnt capturing the screen at all?

Hope you guys can help me on this ASAP! its almost a week now that i can't find a solution for this.

email hotmail Screen display view now Mobile not Desktop version

For some reason, the screen display  view I get- When I log into my account has changed?
I believe, what is showing up, is what should be for a MOBILE phone screen and not a desktop screen?
I have 2 accounts and they both at the same way. When using Windows Live to connect- I get a display that is
vertical. When clicking on any or the box's ( Inbox-Delete) nothing happens. No where do I have the- OPTION
link to change to MORE OPTIONS < used to configure what the screen should look like ? I can't read or delete any of my
saved or new msgs .

I use MAC os 10.5.8 - SAFARI browser 5.0.6 ( I've deleted and reinstalled the Safari browser)

When I use browser FIREFOX and sign into--
WWW.OUTLOOK. COM      &        WWW.HOTMAIL.COM  
 I can at least read and delete msg's ---------Screen in this browser is also a MOBILE display (vertical not horizontal?)  NO ICONS  just words
If I delete my accounts- can I re-establish them with the same name and password as deleted version ? Not loose saved msg's
