why am I told to upgrade my email acct asking for my name.user,pswd dob cntry ELSE LOSE my acct permanently.because of DGTFX VIRUS

I received email telling me I will lose my Windows Live  Hotmail Plus acct If I DONOT respond to it to upgrade my email acct requ;est;ing my Name. Usr. Pswd. DOB Cntry    because of  DGTFX  Virus....you already have this info...is this a scam
