Unable to open links in email from government department

Why have I had "Access Denied " to links included in email received from a govt dept.  This is the first time this has happened on my home computer or for that matter any email attachment at work or at home.  Message is as below:  

"
  • Access Denied by security policy

The security policy for your network prevents your request from being allowed at this time. Please contact your administrator if you feel this is incorrect."


Can you please advise?  I have to see these links for a project I'm doing.




Hotmail accounts not receiving any emails

2 days ago my hotmail accounts decided not to receive any emails that were sent to them.

 

I was expecting emails from employers and a government department but never got them.

 

I did the checks as per forum suggestions then changed my passwords in each account and started to receive emails again.

 

Quite strange that considering I had not touch the settings beforehand.

 

BUT WHAT I WANT TO KNOW IS THIS, WHERE HAVE THOSE LOST EMAILS GONE AND CAN I RETRIEVE THEM IN ANY WAY???????

the use of capital letters in e-mail addresses

I need to send an E-mail to a Government  Department , and the first two letters in the Address are in Upper Case. Each time I try, these two letters are changed to lower case, and my E-mail is returned by the Government Postmaster.

How can I send my mail please ?
