Outllook 2011 HTML Messages are received as Plain Text

I'm running Outlook 2011 14.3.5 (130515).

When I send HTML Messages, the recipient will get the message in Plan-Text. Yes the HTML switch is enabled. I can paste in images, formatted text, etc. 

I ran though several tests with sending to a vendor and my Yahoo Account. The Mac Client is sending as plain text after it leaves the exchange server The PC Client is sending as HTML. 

Inter office email is received as HTML.

How can we set the default in Outlook 2011 for Mac to view HTML messages as plain text?

Prior versions on windows and mac os let me set my preferences such that incoming html messages were displayed as plain text.  I haven't found the same setting in Outlook 2011 on mac os.  I can edit a single message at a time and that will let me switch to plaintext, but I'd like that done by default without any additional action required.
