has anyone been contacted via phone that your email account has been compromised by someone in a foreign country using it for illegal purposes?

I was contacted - via phone by someone purporting to be from Live that someone in China and Japan had used my email address for illegal activities.  I don't trust anything like this -- has anyone else experienced it and what /can you report this to.
