too many accounts created error message

Hello,

 

I work for a college and in March 2013 we got an exemption so that we would be able to create more than five accounts per day. Unfortunately, we are having the problem again now and the new semester starts in two weeks. Could we get this fixed again. Our IP block is 198.54.211.0/24. This is Landmark College in Putney, VT. Thank you for any help.
