Why does messenger and hotmail keep going down I pay for this

My Hotmail wont load.  It comes up but I cant click on the emails to open them.  And its all over the place.  Its been like that for several days.

Has anyone achieved this? Seems left out of the Mac version. I've tried to do it myself, but I just get load of html in the body, not the icon.
