SMTP Error Code 550-OU-002

I am receiving SMTP Error Code 550-OU-002 when send email from mail domain laotel.com to Hotmail account.


Undelivered Mail Returned to Sender as below:


This is the Spam & Virus Firewall at Barracuda.laotel.com.

I'm sorry to inform you that the message below could not be delivered.

When delivery was attempted, the following error was returned.

mail from my organization went to outlook.com junk

My mail domain eblmail.com for my organization, all went to hotmail/outlook.com junk folder.

It is impossible I'm expecting my 500+ users call/inform customers/recipient check your mail at Junk folder. 99% mailbox user won't check junk folder.

My IP NOT in mxtool black list, the full header message show SPF pass, DKIM pass, but still for outlook.com still goes to junk folder.

Yahoo.com and GMail no problem, all went to inbox straight away. Why only outlook.com act separate way?

Please don't tell me add safe list at outlook.com.  impossible you can expect all recipient do that!!!

Please come out a concrete solution. Thank you
