Hello! I have some Microsoft Accounts, but don't use them for several months. And now, when I sign in with them, I got message that this account does not exists. Can I restore it, and how I can do this?

Is it possible to disable the limit of the number of Microsoft account sign-up requests per day?
We are considering to open a seminar at my university, in which new students will create their own Microsoft account in order to take full advantage of their new Windows 8.1.
Currently, as far as I know, the number of account creation requests from the same network is limited to three in one day.

I accidentally deleted my account.
All my files were on Sky Drive and I was talking to a
support person at my provider who was helping me to get on
IMAP. He told me to delete the Outlook account as it did not
seem to be working. I found that my Microsoft account
disappeared and my access to Sky Drive etc.
I chatted online to a support person at Microsoft who told
me to make another account. I used one of my middle names
Alice Hullett with the *** Email address is removed for privacy *** as it is the only
email address I have. That does not work now either.
I really need my real account back.
I am new to Microsoft having bought a Surface Pro 2. I have used Macs since 1993 and am finding my way with this new device.

What should I do to solve this,
I have had persistent problems with my Live ID and getting Skydrive to work. I've had absolutely no support for it for the last year and since 8.1 it's intolerable. I need to move EVERYTHING to another account so I can use Skydrive again.
This involves moving over: Windows store purchases, Student Office 365 subscription, Switching devices main user to the other account (phone, surface tablet, PC), Email, Skype, Skydrive
I'm working on moving email, devices and Skydrive (should be alright just moving files and setting up email forwarding) BUT can't do the rest myself. Support needed - Ideally I'd like to actually talk to someone since, ya know, kinda only need to move because Microsoft screwed up firstly on the skydrive and secondly on giving me no useful support.
