Help — lost contacts in Windows Live Mail

I have Windows Live Mail 2011 --- all of my contacts have disappeared --- can you please advise how to recover the missing information.  I have proved the about info from the drop down box so you will know what version I am working with.

The issue started when I tried to send an email with a photo.  A box popped up asking me to set up an account however when I set up the account all of my contacts disappeared so I cancelled the account but now the information is missing and I cannot access the tab for contacts so I am now unable to save any contacts. Please help --- I need to fix this and I am completely lost.

According to the attached file I am the 3rd prize winner in their Email electroniconline random selection program organized for the year 2013 Microsoft Edinburgh products award and I have to fill in some personal information and contact Mr.Chris Walker at *** Email address is removed for privacy *** in order to receive 850,000,00GBP together with a laptop.
Does it happen to be an accurate email?
Should I simply ignore it?

This is the contents of the message:

I am unable to "paste" or Ctrl-V from the clipboard into a reply email.

 

I can paste into a new email, but I cannot copy a screenshot into a reply email - nothing happens.

Is this an issue or how can I resolve this please.

 

Running Windows 7 x64 on ASUS I7 laptop.

I received an email today stating that my account was over the limit and the account would be terminated in 24 hours if I did not verify it immediately... sounds like fraud to me but I'd like to be sure. See email:

Dear Outlook Customer,

The Microsoft Team noticed that Your E-mail account has exceeded its limit and needs to be verified for security reasons, If not verified within 24hrs, we shall terminate your account.

Getting blank page after logging in on Outlook.com

Hi Rumah_D,

i can sign in my account , it shows my received mails only 1 second, after that all of that have disappeared then leaved me only a blank page.

But in the small window upt there, it still show only the address of the link like this :

https://duv115.mails live.com ...... sorry , i dont remember that much.
at the end of this i see the name Microsoft corporation.

when i click on Microsoft Corporation it shows a certify veri.....and ok 
So i click on OK
And till now i can't open my mails, it still be a blank page after showing the liste of my received mails

Sorry my english is not good , please try to understand this letter and dont show it to the public, thanks
