Before you can sign in to this Microsoft account and use it with Microsoft websites and services, you need a parent's permission. If your parent is available now, ask them to sign in to this PC.
Which I do, then it takes my to this page;
When you verify your age with a credit card, Microsoft charges the card a one-time fee of $0.50 (50 cents), and a portion of the fee is donated to charity.
As you can see the country/region is hard set at United States. I'm not in the USA, I'm in the UK. I have checked the locale settings for both accounts and they are both set as UK.
How do I get the system to accept my UK credit card info? I don't want to abandon my sons account as he has purchases linked to it on Xbox Live.

Having called Xbox support, twittered to @MicrosoftHelps and posted questions to Windows Live support, I keep getting sent to someone else within Microsoft to fix the following problem:
When I go to https://commerce.microsoft.com, the dropdown in the blue banner topright shows three accounts:
BE - Personal Account (BE - Persoonlijk account)
NL - Personal Account (NL - Persoonlijk account) and
NL - Business Account (NL - Zakelijk account)
Windows Phone Store was in French, Xbox Music and Xbox Video on Windows 8.1 will give me music options and trailers in French, even though the text - e.g. the movie synopsis in the Video app - is in Dutch.
I'm Dutch, born here, live in Amsterdam and don't speak French!
Please remove completely the BE part of my account.
I'm sorry that I really don't get who within Microsoft is responsible and whether I post to the right Category/Product combination here. I just want to get this fixed - it'd be so much easier if Microsoft would take responsibility for this problem and come back with a solution instead of asking whether I posted here or there and whether I tried that support website or the other...
It's a fundamental setting in my account and strongly related to payment options (they're different depending on which of the three accounts I select) but the SYMPTOMS are visible in Windows 8 Video, Music apps and Windows Phone 8 Store, previously also in Zune. Now I care about those symptoms, but at the end of the day I simply want to get rid of that silly dropdown - or at least with the item containing reference to BE in it.

June 22, Purchased 100 GB Skydrive
Activated account, installed client on 2 computers. Logging into that SkyDrive account from each of the 2 computers, using identical login credentials in both instances, did not achieve same files appearing in SkyDrive folder on local drives of the 2 computers running SkyDrive.
June 27, Launched question on this Forum, seeking help.
After continuous interaction with forum moderators over a period exceeding 4 months, Microsoft Support Specialists are still unable to solve problem.
Forum Moderator directed me to Microsoft billing and support to obtain a refund.
I followed that direction. Microsoft billing and support did not honor my request.
SkyDrive does not work for me. SkyDrive did not ever work for me. I followed dozens of instructions from Microsoft, removed and reloaded the client numerous times. I want a full refund of my payment to Microsoft for SkyDrive 100 GB. I am appealing to this forum for assistance in obtaining that refund.

I can't figure out a way to do this ? Does anyone understand this ? And can you help ? I've spent an hour and have given up short of hacking the program to do it. Not really of course. Is it just an email client now and they no longer give a way to add new accounts to existing ones ? I have read loads on Google and still am baffled and can find nothing from microsoft themselves ?
