After upgrade from Office 2004 to Office 2011, no "Entourage Rules" are working

I imported my Entourage 2004 POP rules into Outlook 2011.  The rules are available in Outlook and they appear to be correct.  Yet not a single incoming or outgoing rule is functional.  What do I need to do to to obtain rule functionality?  I have more than 40 rules, so recreating each rule is a major problem.
