How do we correct this problem?

I recently signed my son up for a windows live account. I followed the steps for Parent Permission, authorized a credit card charge for $0.50 as required. My credit card was charged accordingly. I received the confirmation email of permission being authorized
for my son's account and yet he still cannot sign in.
