I am 60 years old with old account and now cannot get into account. Says I need parental permission. I have spoken to every department at Microsoft and no one can help me.

My account was hacked about two days ago and the information was changed. There is a new name attached and secondary emails and phone numbers that aren't mine. The account was also changed to a parental permission account meaning even though I can change
the password I cannot log in without parental permission, and since the hacker added their own email and phone number they will receive notice of change and change it back. I would like to either regain control of the account and remove all false emails, phone
numbers and such or just completely delete it since it's attached to sensitive information. The only options seem to be through fax or snail mail, and i'm not sure that will work seeing as all the info has been changed. Any help on this matter is appreciated.
