How do I report to Microsoft phishing e-mail proporting to be from the Outlook staff?

They claim to be:
OUTLOOK SERVICE ANNOUNCEMENTCan anyone help please? I have been frustrated to receive no responses to emails from my Hotmail (outlook) account, and I have just tested the account by sending emails to my gmail account.
Gmail receives the message, but then when I reply to the Hotmail/ outlook account, delivery fails.
The return address is suffixed with a '.co.uk' instead of the '.com' which is the actual suffix. I don't know if this is the problem, but something is stopping replies to this address.
Any ideas? I would most appreciate it.

I have multiple email addresses including some gmail addresses. Just recently (about the last month) whenever I send email from my default msn address it is sent out with a gmail return address. I cannot find a way to correct this. Even when I delete the gmail account from Windows Live Mail it still appears on sent messages.
Someone is faking my email address and sending out spam which appears to be coming from my business email. My emails to hotmail and msn usersare now being blocked as follows:
