reminder settings changed

My Birthday calendar settings recently changed from 1 week's notice to a default (?) of 15 mins. (not by me).  I've had to go through laboriously changing them back - there's a risk of some very disappointed children out there! This is the second time it has happened in the last year.

 

Firstly, what causes the change? Could it be the clean-up program CCleaner that I run now and again?

 

Secondly, is there a way I can restore all the Birthday settings to 1 week without doing each one separately?

Someone with the same email address as me has just managed to set up an account with Amazon,

Amazon at my request have cancelled and blocked that account. 
Is it possible that they have the same Hotmail account as me? I have their home address as it was on the confirmation email from Amazon.
Is there anything I should do now? is the security of my account at risk?

Received a hotmail message purporting to be from MSN WindowsLive Hotmail but think it is a scam. How to be sure?

Message from "*** Email address is removed for privacy ***" saying that I needed to verify my account or risk permanently not receiving messages.  Message said to click on reply button and fill in username, password, date of birth, security question, answer, and country. Looked suspicious to me, so I did not reply.  But is hotmail really cleaning out congestion and shutting down some accounts?  Do I risk not receiving messages because I didn't reply?
