I get the "service is not available" message on my iPhone and iPad when trying to open my Outlook account, but I can open my Outlook account on my laptop. How do I restore service on my Apple devices?

I'm unable to view my Hotmail emails. My Hotmail Inbox comes up with the error "Service Not Available" or 'we cannot connect -please try later' I received an error "Service Not Available" when I try to sign in or various other messages! PLEASE HELP!!!
