Time Warner Cable WLM Error ID 0x800CCC0E Socket Error 10061

I have been searching this database and have tried a few of the suggestions but I still get the following error:

Unable to send or receive messages for the pop.berkshire.rr.com account. The connection to the server has failed.

Server: 'pop.berkshire.rr.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: POP3
Port: 110
Secure(SSL): No
Socket Error: 10061

Not sure if TWC has changed anything in the last 3 months or so but my email was working fine prior to that.  Since then I've been getting by using TWCs Web Mail.

Today, I can’t send or recieve email. Error 0x800CCC0e

Yesterday it was 0x800CCC78 and I could receive but not send.  Please help.

My mails cannot be sent. The error message is:Windows Live Mail ID:Ox800CCCOE and Socket Error is:10013

Till about 2 days back I was happily sending and receiving my mails. But now eventhough I receive mails in Windows Live Mail The mails I send stay in the outbox .I get an error messagewhich says,

Subject:: My Mail

Server:smtp.live.com

Windows Live Mail Error ID:Ox800CCCOE

Protocol:SMTP

Port-25

SSL-Yes

Socket Erroe:10013

I will be thankful if a solution to this problem is given to me.

Been trying everything I can understand on the forum regarding this error message.....still can't get my email to send.  Receiving is no problem.  Just got this computer, store loaded windows live mail and have checked with my server that I have correct info.  Can anybody help this lost and confused, not very technically savvy person!

This is the error message that I have received.

Unable to send or receive messages for the Tudor Bismark Ministries account. The connection to the server has failed.

This has been working fine for a long time but I don't know why it has stopped.

Problem with Windows Live Mail 2012.
Running Windows7 Home Premium 64bit. Firefox 24 x86 -en-us upade from Vista 32bit 
Can not send mail from Windows Live Mail. 
Error ID 0x800CCC0E  Protocol SMTP Port25 Secure(SSL): No Socket Error: 10060 
I am able to send mail with WLM and send & receive with Outlook. 
What is the solution please?

Unable to send or receive messages for the Bellsouth (rpete) account. The connection to the server has failed.

I have been getting this error message for days.  The socket error has been, Socket error:10013.  This is my first time getting Socket error:10060.

Norton technician helped me remove all components of the Norton Anti Virus software and it still did not work.  I need help.
