Time Warner Cable WLM Error ID 0x800CCC0E Socket Error 10061

I have been searching this database and have tried a few of the suggestions but I still get the following error:

Unable to send or receive messages for the pop.berkshire.rr.com account. The connection to the server has failed.

Server: 'pop.berkshire.rr.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: POP3
Port: 110
Secure(SSL): No
Socket Error: 10061

Not sure if TWC has changed anything in the last 3 months or so but my email was working fine prior to that.  Since then I've been getting by using TWCs Web Mail.

windows live mail on win7 home receives mail but will not send. It gives error message ID 0x800CCC0E

 Message indicates it cannot connect to the server, port 25, socket error 10061

It was working fine last night and was shut down until this morning when I attempted to reply to incoming messages.
