Want to delete hotmail account, but says i need to cancel billing services. I have none. And won’t let me deactive hotmail

How can I delete this hotmail account? Extremely stressful experience. I've been trying for days now to delete this hotmail account. I have two, I only need one.  when I try and close the account it tells me to cancel any billing services and then to deactive the hotmail account. I can't do either. When i go to the billing site it tells me that there are no billing services associated with the account.    Any help would be greatly appreciated.
