Attachments to emails will not open. Message states command fail to execute. Where is the problem, or better yet how do I fix it.

I also have this problem with my wifes Yahoo account.  Her's states that the web browser blocked and it will not download.  I'm wondering if the problems are related.

After clicking on a link, once I arrive at the new page I lose the ability to scroll up and down the page and can only read what is on the screen. This doesn't happen all the time. Sometimes I've found that repeatedly reloading the page will work and other times clicking on a secondary link, then hitting the back button clears up the problem.
