On which Toolbar will I find "Options" and "More Options" ?

Ok so,
My inbox, email accounts, email information (above the email) and calender on the right is blurring up a lot, but the toolbar up the top and actual email is absolutely fine. This is extremely annoying.
This also happened to one of my games a few days ago where only the main and in game menus would blur.
Please Help.
