vimeo error code 0x80131620

When attempting to post to Vimeo, I get an error message "0X80131620" around 5% into the download.
I'm using WMM Version 2012, Build 16,4.3508.0205.
Web sites don't offer much help except to direct you to a "buy now" product, that reviews all claim is a scam.
Please advise...

Vimeo Upload Problems

Using Windows 8, and Window Essentials 2012.  I normally upload videos from Movie Maker to Vimeo by clicking the "V" icon that directly uploads the video to the Vimeo website.  However, I an now receiving this error.   "Failed to initialize the publishing panel with the error: 'Permission Denied'".  Help please!
