Out of country message – Can’t connect to the server

I arrived in Morocco 2 days ago and I have been unable to get or send emails through Outlook, and some web accounts.  I continue to get the message the Outlook "can't connect to the server or that "there is no server connection for this site".  What could be the problem and how can I fix it.  Please respond to my hotmail account at *** Email address is removed for privacy ***.  I have had to direct all my email to that account.  Thx.
