Are the emails from *** Email address is removed for privacy *** legitimate?

The email is asking for my name, password, date of birth and territory/country within the email.  It was sent to my msn.com email address not a hotmail.com address.

i am vijay and i am getting this email from this id (Removed email address)  asking for account details to update. i think is a spam ....plzz help me

Can’t reply to or forward email

I have Windows Live Hotmail Plus, and for the last few days, I'm unable to reply to or forward email.

I receive an error message that says:

"Hotmail was not able to complete this request. Microsoft may contact you about any issues you report."

 

Please give TECHNICAL SUPPORT, not a forum answer.

I am receiving a notice of hotmail shutdown with a return address of *** Email address is removed for privacy *** and want to know if it is just a phishing notice ?
