Windows Mail..Is/where can I find a setting so that windows mail does not download the email so it would still be available from host webmail or mobile devices?

My old windows mail program retrieves the email from the host, after which they are not longer available from the host webmail. How/can I change windows mail (windows 8) so that this does not happen, so that I can load email to windows mail and it will stay with host, so I can still retrieve from my iPhone?

Is it possible?
