Question about Outlook Express

After reporting a phishing scam and having issues with accessing account on xbox website, my outlook account only showed 'new' button although unable to open a new window or open any emails.

I reported this a couple of days ago and you were able to fix it yesterday, but this morning its back to the same as before.

Help please, I've been a Hotmail user since  its inception but this is cause to switch!
