Setting up a windows Live ID - during the age verification process I got the following message: Microsoft account is experiencing technical problem. please try later.  I have tried later, 3 times over 3 days.  I have seen posts with the same exact issue, but the resolutions are always taken off line to a private area, so I can't tell what to do. After I enter all of the credit card information, it does not accept it and the form is again blank.  There is nothing missing and the form does not indicate any mistakes.
