Unable to send or receive mail with Windows Live Mail/ Comcast account

I have received Windows Live Mail error messages: 0x800CCC0F and 0x800CCC19. I also lost my Windows Live Mail password. How can I reset this without

a mail connection? Microsoft's posted method to do this was not working!
